The award winners are chosen by our panel of expert judges. They are:


William Bourne
Independent Investment Adviser

William has been working in the institutional asset markets for over 30 years, and in various, mainly non-executive, roles with pension funds since 2009. A thought leader within the financial industry, he has been quoted in numerous articles and papers, both media and academic, as well as in government responses to consultations. He acts as independent advisor to two LGPS funds, and as independent chair to two LGPS Pension Boards. William has a Masters in Finance from the London Business School, and is currently the Director of Linchpin Advisory Limited, providing independent advisory services to public and private sector institutions on investment and governance.


Peter Wallach
Head of Pensions
Merseyside Pension Fund

Peter’s career started in private banking, with Coutts, where he worked in the City for 12 years. In 1997 he relocated to the North-West working initially for Close Wealth Management as an Investment Manager. In 2004, he joined Merseyside Pension Fund, taking up his current position as Director of Pensions in April 2007.


Karen Shackleton
Independent Investment Adviser

Karen has worked in the finance sector for over 30 years, and currently provides independent investment advice to the London Boroughs of Islington, Camden and Hounslow, and Warwickshire County Council pension funds, through AllenbridgeEpic Investment Advisers. She is also Deputy Chair of the Strategic Investment Board for the Ministry of Justice and a non-executive director of Resonance Ltd, a firm investing in social impact opportunities. Karen was the Head of AllenbridgeEpic from 2010 to 2013, and has ten years’ prior experience as a fund manager for County NatWest and BZW Investment Management.


John Raisin
Director, John Raisin Financial Services Limited

Formerly Chief Finance Officer of Northamptonshire County Council and Director of Finance of the London Borough of Waltham Forest, John was Lead Officer to the Northamptonshire County Council Fund, and then the London Borough of Waltham Forest Fund from 2004 to 2011. John is independent adviser to four local authority pension funds. He has also recently provided consultancy support including governance and investment training, and reviews of pension administration arrangements to other LGPS funds, and acted as a consultant to other LGPS Stakeholders.


Tracey Milner
Director of UK Institutional Sales, AXA Investment Managers

Tracey joined AXA Investment Managers in 2012 as Local Authority Business Development Manager. In 2006 Tracey was appointed Pension Fund & Treasury Manager at Surrey County Council (SCC), having held a number of other roles at the authority, which she joined as a trainee accountant in 1991. Tracey continues to be a regular speaker on the LGPS ‘circuit’ (NAPF and LGC) and has lead on the development of AXA IM’s training programme for the LGPS. Tracey holds a BA (Hons) in Economics from Essex University and is a member of CIPFA.


Howard Bluston
Independent Investment Adviser

A Director for eleven years, Howard is a Pension Fund Investment Adviser, having been a City investment manager for thirty years. He was a Harrow Councillor for eight years, chairing several committees, and is currently a Director of the Northwest London Chamber of Commerce and a trustee of the Northwest London Community Foundation, Harrow Equalities Council and Edward Harvist Charity (where he is Chair).
